It seems there's two Indias: The prosperous south and the poverty, polluted north by New Delhi.

President Modi presides over two life styles dictated by income and regional opportunity" north India and south India; farming vs/ industrial.  Pollution and stagnant population growth pervades the north.       

Interestingly, President Xi in China has tended to bring the farmers of China into the cities' realm..  

Both are no doubt trying to maintain a quality of life beyond the poorest in the world for their people.  The issue is drawn around the number of people each region has: for there far more poor, young in the northern plain.  

Remedy: mitigate pollution in the north; and move south, the young people where they can have a chance!
