Globalization says share industries world-wide, not exclude others from a lucrative enterprise.
Taiwan is the leader in semi-conductor production but because there must be several places in the world offering the same products (that's what the theory of globalization means in part) and President Biden is obviously concerned that something might happen in shipping needed parts that would cut-back on the supply of semi-conductor parts, he rightly plans to bring that industry here on our shores, but I don't believe that cuts off buying these necessary parts to supply the AI field from elsewhere, in addition to supplying them from plants in the US. Preposterous supposition, to be sure.
But that seems to be how President Xi of China interprets Biden's intention to create a thriving semi-conductor industry here in the US. I don't believe he implies anything about the semi-conductor manufacture of these parts anywhere else in the world!
