While the rules of law exist so long as the government perpetuates them throughout its nation, it is the government that secures the unity needed to make them effectively practiced in the affairs of the people.
Currently, the nations comprising the West have adopted these rules of law to maintain the system of democratic government among them and in dealings with other nations who accept and abide by them.
The point being these rules of law have transcendental significance in the everyday affairs of life. That is, they are applicable--to today, to tomorrow, even as they were applicable yesterday.
It is not that the various governmental officials do not disagree with one another on certain issues, only that each is practicing the rules of law in interpreting human affair particulars.
