Russia may be using the Wagner Group to prod the military of the 4 countries that have recently had military takeovers, including Niger.

The Niger government was an easy target for a military coup, apparently.

PBS just reported that General Tchiani will probably align himself with 3 other military leaders in the region that have control of their individual governments.  He seemed to raise the issue of whether the allies of both France and the USA knew how to handle these jihadists intruders.  This general probably believes himself more knowledgeable of how to deal with African-style jihadists in Niger than those from advanced nations!  That was the attitude seemingly displayed by this new head of Niger.
