Yes, that's right. There'll be plenty of technical people acting as end-users. But the goodie that the military bring is the perspective of a real user of the technology in years to come: KEEP IT SIMPLE, STUPID! The end-user makes no pretense of being a tech user.
So, I hope the military will send their people as part of an AI Quality-Assurance (i.e., novice) team.
