We are witnessing, right over the mass media, a disagreement on each side as to what their own unified, position is. There's no sense searching for a unified position of Hamas military when Hamas in Qatar has at least 1 position and the fighter arm in Gaza has another. The same is true of the Israelis. President Biden has rightly, I believe, that the Netanyahu group is for prolonging the war until every last Hamas is located and properly dealt with, according to their conception of the terms of ending the conflict.
Military Israeli analysts have noticed this war is without end! Not even the Prime Minister would know when it is over! He wouldn't have the certainty Israel had captured all Hamas warriors.
I tell you, until one position for each side to end in a cease-fire, at least one lasting temporarily, is a dream.
My opinion; and I've listened to both sides express more than one position for their side, depending on who's talking! And as things stand now, each side can't agree on the terms that will lead to a cease-fire. And so, apparently, the Prime Minister is waiting it out until both sides are exhausted of war; or until the war is expanded--I should hope not.
Possible: bring all the groups fighting together at a table and let them not leave until they're hammered out a unified call for a cease-fire, adopted by the manifold disputants!
