Russian oil refined in India, Turkey, and China, moved on as a tertiary product, not as Russian any longer.

The products that oil is refined to become mixed into are then sold to companies in Europe, and even maybe to companies in the United States, like aviation fuel.  Who can track the supply chains from original source taken from the ground through the complicated ingredients of admixture to point where the oil is ultimately consumed?

Yes, India is making a name for itself, becoming the point where Russian oil becomes aviation fuel, thus losing its identity as Russian oil, to becoming simply oil mixed with oil from some other part of the world.  Indeed, Mr. Modi is in his heyday, recognized as a world leader, despite his apparent dislike of Muslims in Kashmir. 

Tracking from aviation fuel to its source in some oil reserve in Russia is a difficult undertaking, seemingly; but necessary if the US sanctions are to become viable, in stopping Russian GDP growth from its sale of oil in the oil fields to refineries in China, Turkey and India to a form for some industrial use.
