What's the matter with the practice of democracy in USA?

There is a major problem that has plagued the US a long before my time.  My sponsors want me to remind the Biden administration of it.  So, here I go!

It was pointed out during the loss of Afghanistan: The United States pulls out when it decides to pull out.  Because the US did not see results that indicated the country was a well-functioning democracy after 20 years of our military presence, the Trump administration, followed by the Biden group, both announced--the one and the other--that the US military was leaving; and taking its Allies with them!

Before that, Trump just decided he would pull out of an international agreement to monitor Iran's development of nuclear weaponry, specifically, a nuclear bomb--leaving the other parties to that understanding in the lurch.

I remember in my college days hearing my professors making the same criticism against the US.  Because of the change in administrations, made possible at the end of four years, there's little reason to think the next administration will think like the one it supplanted; and honor any time commitments previously affirmed by a former US administration.

So, the present Russian government had little reason to suspect that the US through NATO would come to the aid of Ukraine when it was invaded by the mighty Bear of the North!

One suggested remedy:  Choose from a list of Presidential candidates running for office, that is composed of persons no older than 50, so that there is a continuum of persons who live longer as former Presidents to encourage the keeping of international commitments longer than for the longevity of a US Administration. 

Former Presidents could serve as a reminder of the ethical reasons for the US' living up to its commitments.

Just a thought on how to solve.  The problem is a serious one of ethics: specifically, the ethical integrity of a government.
